MOEA Convened Meeting for the Review of Electricity Transmission and Distribution Tariffs

The meeting of Electricity Tariff Examination Council was convened on September 18 and presided by the Vice Minister of Ministry of Economic Affairs (MOEA), Mr. Wei-Fuu Yang. This meeting was held to confirm the electricity transmission and distribution tariffs. After discussion and confirmation of various calculation factors, the average rates of ancillary service, electric power dispatching, wheeling (transmission) and wheeling (distribution) are set at 0.0460 NTD/kWh, 0.0802 NTD/kWh, 0.2164 NTD/kWh, and 0.3375 NTD/kWh, respectively. The electricity transmission and distribution tariffs by fuels will be officially implemented on October 1st, which are shown in the attached table.

MOEA pointed out that, according to Article 9 and Article 10 of the Amendment of Electricity Act promulgated on January 26, 2017, electricity transmission and distribution enterprises may charge certain fees for providing ancillary service, electric power dispatching, wheeling of transmission and distribution. The Calculation Formula for Electricity Transmission and Distribution Tariff stipulated by MOEA has been publicly announced on September 13. According to the calculation formula, Taiwan Power Company (Taipower) brought forth the rates for electricity transmission and distribution. Besides, the associated data and statistics must be certificated by the third party. To facilitate the review, MOEA convened a working meeting on September 12 for committee members to examine the data and provide professional opinions. Taipower should respond to the opinions and correct the data by considering the opinions given by committee members.

This Council began with the presentation of The Calculation Formula for Electricity Transmission and Distribution Tariff by Bureau of Energy (BOE). The costs, reasonable profits, calculation basis for total load, and charges for the electricity transmission and distribution tariffs are discussed by the committee members. BOE stated that, to be in line with the policy of energy transition and to give green energy the first priority, the electricity transmission and distribution tariffs should be set to encourage the direct supply or wheeling renewable energy, adhering to the spirit of User Pays. All rates can be divided into basic rates and carbon emission rates. Basic rate is to be evenly apportioned among all users, renewable energies are granted with discount and carbon emission rates are set in accordance with electricity carbon emission factors. All rates for electricity transmission and distribution tariffs will be reviewed and adjusted annually. The rates are valid from October 2017 to the end of 2018.

The MOEA added that, all of information discussed during the meeting will be posted on the website within 10 days for full disclosure. From September 28, 2017, more information can be found at https://www3.moeaboe.gov.tw/ele102/. The public may also refer to the website of BOE for various charges by Electricity Transmission and Distribution Enterprise and Taipowers costs examined in the Council meeting.
